Which laser penetrate deeper into the skin ? Erbium or CO2 ? and WHY ?

I'm currently dealing with lasers for medical treatment. Erbium laser has a wavelength near 3000nm while the usual C02 used is in 10600nm. I was told CO2 laser penetrate deeper into the skin, but I wonder the reason behind this.Is it because of the wavelength???

Both Erbium and C02 can be used to target water within the skin. Erbium hit at the highest value of water absorption while C02 doesn't.

In conventional lasers, Erbium did a better job than C02 in skin resurfacing. However, why is it for the latest technology ( Fractional laser technology), Fractional C02 was said to be better than Fractional Erbium ??

Which laser penetrate deeper into the skin ? Erbium or CO2 ? and WHY ?
well the wavelength that the skin absorbs will be most likely to be penetrated as most of the energy from the light will go into burning the skin rather than being reflected and dissipated though that is only if the powers of the lasers are the same. so realistically the most powerful laser will penetrate most
